Description
The Youth and Family Outpatient Team assists youth and families in building resilience and developing a network of healthy supports. The goal is that youth and their families reach their highest potential in personal satisfaction, school, home and community functioning. Services include the following:
Orientation of New Consumers: All consumers who have an intake through the ACSB receive a consumer handbook that outlines consumer rights, confidentiality, responsibilities, and program rules.
Clinical Intake Assessment /Development and Ongoing Review of Treatment Plan: Upon completion of a clinical intake, all program consumers and their therapists jointly develop a comprehensive treatment plan, including long-term goals and short term objectives. The treatment plan is reviewed and updated by the assigned therapist and child/youth and family as changes occur for the consumer and at least quarterly.
Individual/Family Group Therapy: Clinical staff provide individual, group and family therapy to program consumers.
Psychiatric Consultation and Medication: Psychiatrists provide consultation to staff, psychiatric evaluations to program consumers, and medication monitoring.
Case Management: Staff provide a variety of case management services to consumers, including linkages to multiple other agencies and advocacy.
Psychological Testing: Program psychologists perform psychological testing evaluations. The purpose of the evaluations varies and may include diagnosis, parental functioning, and competency to stand trial. Psychologists may also serve as expert witnesses in Court.
Supportive Service: When the program reaches capacity, the Mental Health Therapist I/Case Manager for the Unit, in conjunction with the therapist who performed the clinical intake assessment, provides supportive services on an interim basis, including case management and consultation. The intake therapist assumes ultimate responsibility for these interim services until a treating therapist is assigned to the youth/family. Youth who require more intensive treatment may be referred to the Intensive In-Home Unit or to a psychiatric hospital, depending on level of need.
Involuntary Commitment Evaluations: When a child/youth is involuntarily detained to a psychiatric hospital, Youth and Family staff may perform involuntary commitment evaluations and testify in court.
Availability of Emergency Clinical/Medical Consultation: Emergency clinical or medical consultations are available throughout program hours from the Team Leader, professional peers and Emergency Services staff. After hour clinical consultations are available through the 24 hour/day Emergency Services of the ACSB. Consumers who present with emergency medical issues are referred to the emergency room at INOVA Alexandria Hospital.
Discharge Planning: Discharge planning from public psychiatric hospitals is offered to all residents of the City of Alexandria ages zero to seventeen, regardless of whether they are current consumers of the ACSB. Discharge plans include linkages to appropriate after care programs. For non hospitalized ongoing consumers, linkages to other services may be provided both during therapy and at discharge.
Psycho educational Activities: Various psycho educational activities such as drug relapse prevention, anger management, and smoking cessation are performed by Substance Abuse Prevention staff in numerous community sites.
Community Liaison Activities: Staff are involved in numerous interagency efforts to coordinate services for agency consumers and/or city youth with emotional and/or substance abuse problems. Monthly joint staffings between the Department of Social Services (DSS) and the ACSB allow joint treatment planning for shared cases; attendance panels at the local host schools, and a city-wide attendance panel focus on services for youth who are chronically truant; six family assessment and treatment teams meet biweekly or monthly to develop treatment plans for the most challenging youth in the community; a city-wide training committee develops training programs for all of the child serving agencies, and a model court program looks at shared issues between Juvenile Court, DSS and other community agencies.

Eligibility Criteria
- Residents of the City of Alexandria who are under the age of eighteen
- Youth who exhibit emotional, behavioral or substance abuse difficulties
- Family willing to be involved in the treatment, if the family is the service seeker
- Priority population includes youth who have a serious emotional disturbance or who are at risk for developing a serious emotional disturbance
Hours of Operation
ACSB’s 720 N. St. Asaph Street offices, the base for Unit Services, is open Monday through Wednesday from 8:00am to 9:00pm and Thursdays through Fridays from 8:00am-5:00pm. Services are offered during those times.
Referral, Screening & Admission Procedures
Referrals for services at the main clinic are processed through the Youth and Family Outpatient Team’s specialized youth intake process. Intakes are performed by Team staff. Intake staff orient the youth and his/her family to services and assess their preferences and needs. Releases of information are obtained at this time. Intake staff coordinate services with referral sources from the time of the first appointment. The Team Leader reviews intakes and assigns them to staff based on consumer preference and staff availability. Staff whose primary assignment is in a host setting receive referrals directly from the setting. Staff work with their host agency to prioritize cases and work closely with the referral source to coordinate services.
